Todd made his remark after being told by CoverKids administrators that they could not require women to produce proof of citizenship before receiving prenatal care because their unborn children would, by law, be considered American citizens. Todd appeared upset over the opinion, mumbling that it meant “they can go out there like rats and multiply then, I guess.”

Later he attempted to clarify that he was using the wrong code words.

When contacted by The Associated Press on Wednesday, Todd said he was wrong to use that choice of words.

The Collierville Republican said using the term "anchor babies" probably would have been more palatable.

Shorter version: "Hell rats, Jews, anchor babies, sand ni**ers, beaners, y'all know what I mean: we's got's to keep non-whites and non-Christians out of Tennessee."
