I don't think you have to worry much about governments implementing microchip technology for security and credit use. Besides any of the other reasons why it wouldn't be very practical or secure, instead of getting mugged for your wallet, you'd just get held hostage or have your implant cut out or off with the apendage it's implanted in).
I've had a discussion with a friend before along these lines on the idea of using thumbprint identification for car locks, houses, credity transactions, etc. For the same reason...instead of having your credit card ripped off...you get your thumb ripped off. I have to believe, apart from the obvious "big brother" type connotations to it, that someone would think of that early on in the planning on implimenting such a system.
