I know that someone over in Russia claimed that the Solar Sail Crashed and then people were traking it. I also know that Japan recently test launched their own version of a Solar Sail. Could that be what they were traking over in Russia?

Last week Russia launched a solar sail they were going to test, they tracked it during the launch, but something went wrong and it burned in the atmosphere.

I don't know if they are tracking any other solar sails, they most likely are, but it isn't their study.

It seems likely to me that they were picking up signals from their own craft in the wrong orbit before it re-entered the atmosphere. Either that or wishful thinking that they were actually picking anything up at all.

It's a real shame, I was looking forward to it.

Edited to add: Sounds like wishful thinking after all:

One of the leaders of the Planetary Society said that they will try again.
