Secret service dowsing?

Our small, cold and fighting-in-Iraq country was recently honored by a visit of your great president George W Bush. Journalists in a bus waiting for VIPs to arrive before the press conference had a long look at a man performing some kind of a security procedure outside of the building.

It consisted of walking around with a device looking suspiciously like a dowsing rod in one hand and holding the other hand at shoulder level. Media picked it up, there were a few articles and a loony got on the national television to affirm that if SS is using such a technology then it sure must work.

My own looking-at-blurry-pictures-on-internet research hasn't turned up anything. I'm not even sure whose cross-like logo is on the cap and jacket of the guy. So the question to you is, what was it? The dowsing rod theory sure doesn't sound plausible.

Obviously no one has told this man about cable television. This man is trying to get reception with an old antenna.

He is participating in a sketch for David Letterman.
 
Could be a sensor of some kind, I'm thinking explosives detector.

That guy doesn't look like SS to me. A bit out of shape for an SS agent. And they don't wear uniforms either, and that symbol is unfamiliar to me.

The picture was intentionally blurred by the NWO. That's one of Oliver's spare "Banned From LC" badges (he has several dozen).:spjimlad:

Actually, I've seen those devices used in cargo areas at a couple of airports. They for explosives detection.

(I'm in shipping and I'm probably not really suppsed to say where.... but it was a couple of cities in the Sub-Continent area. We are customs brokers in addition to freight forwarders, so we get behind-the-scenes tours.)

Is this just a fancy dowsing rod? I looked on their website, and they said something about magnetic fields or something.

But if it is a real explosive detection device (as opposed to the let's-pretend explosive detection device e.g.Sniffex) then why is it necessary to hold one's arm out at shoulder level?

These guys should go to jail for criminal fraud. Telling people in charge of airport security that:

So it works through 20 meters of concrete, but a couple of inches of soil nullifies it. Ya shure!

Which media picked it up: Estonian or U.S.? Here we have a photo of a man not wearing secret service logos, but rather some unidentified logos, that is posted on a site whose homepage includes a horoscope and a bikini model. No, that is not evidence that the U.S. Secret Service is using dowsing rods.

Estonian. The newspaper is a tabloid, but not very outrageosly so. The photo is real. I first heard about it from a photographer who witnessed the event and was sure it was a dowsing rod. The logos confuse me too.
 
He's outside a bank. Could he be bank security?

By the way, why does it say "Bank of Estonia" in English?
