Here, he argues for government funds to help America's poor for health care and food, but most recently he's been taking the hard line "let them die" about the sick who can't pay their medical bills. Makes me wonder if he's ever been honest:

Paul seems to be arguing for his usual isolationism here. No entangling alliances, and no sending money to the obviously-undeserving furriners. We can't have that. Behind Paul's argument about keeping this money here to help Americans, he probably means not taxing it away from them in the first place.

I think it's consistent, but only from its own producerist, paleoconservative worldview.

That's not in RP's words. He's making an emotional appeal to federally supported welfare for the poor to support his argument for isolationism. However, he's made it clear he is against federally supported welfare for the poor. That makes him, in my assessment, a despicable manipulative hypocrite.

Yes but we've decided to hamstring the economy in the name of tax breaks for the rich. A type of tax break that has helped the economy exactly zero times in the history of ever.
