Ray Nagin - Did I hear that right?

While I was driving to work, I heard (vaguely, in the midst of avoiding traffic) that Ray Nagin has said something to the effect "god is mad at black people".

Now, I say it vaguely because I barely caught the edges of it, and I frankly don't know if it was a satire, or if it was a recording of him. (It wasn't very high quality recording, either.)

There was something about Iraq, too.

Did anyone else catch this?

Caught this much more intact. I agree with the thread's title, too, and I do wonder about the answer to that.
