Putin's endorsement is tied to his claim of terrorism in Chechenia and by endorsing Bush's claim of "pre-emption" gives Putin a firm basis to prosecute the war there.
I'm not placing a moral judgment only that this alignment with an official policy of the US gives Putin a strong hand to prosecute his own "War on Terrorism.
