The Republicans are pressing hard on the President to "listen to the people". People who just so happen to have all the same ideas as the Republicans. Hmm. So what am I, chopped liver?

It is funny that "listening to the people" means ignoring a full half of them. And in the case of the Tea Baggers being "the people", ignoring the very vast majority of citizens that aren't.
 
"The [will of the] American People" is a meaningless, platitudinous abstraction that can and will be cynically wielded by politicians of all stripes as a substitute for productive dialogue.

The American people want more stimulus, less stimulus, tax breaks for the rich, tax hikes for the rich, the abolition of the EPA, stricter environmental protection laws, the strengthening of Social Security, the abolition of Social Security, free-trade policies, protectionist policies, a wall around America to keep immigrants out, a clearly defined path for anyone to become a citizen, universal healthcare, the prohibition of socialized medicine and a pony. And if the American people don’t get what they want there is gonna be hell to pay!

"The [will of the] American People" is just shorthand for "The [will of the] American People that voted for us (which just amounts to a little bit over half of the voters), and screw the rest".

But even that subset of the American people (those who voted for the same candidate) don't share a single will. It's dishonest to speak as if they do.

Also, our system isn't set up to govern by popular opinion polls.

The majority of Americans believe in some form or another of Creationism rather than evolution as the best explanation for the origin of the species of organisms, but since we abide by principles such as the separation of church and state, that majority can't impose its "will" on the nation.
