Odd Afghan billboard

AP photo of a German soldier and security police in front of a sign in Kabul, Afghanistan, of Afghan President Hamid Karzai. Interestingly, the sign is in English, a language few Afghanis understand. Who is the target audience?

It looks more like a banner than a billboard. What is the building that it is on? It could be the Afghan-American Friendship Society headquarters. :D

Good question. The answer is: Afgans. Clever, assuming it is not a monumental oversight by the U.S. P.R. firm that created it. It could backfire but I'll assume that risk was taken into account.
 
It reads a little like "The few. The proud. The presidents of Afghanistan."
 
Update:

The billboard is a congratulatory ad by Afghan Wireless, the cellphone company, which seems to have a U.S. parent company. This makes the billboard a bit more like the semi creepy "Bush- Our Leader...brought to you by Clear Channel" billboard that's been seen in FL.

But it still doesn't answer... being in English, who's the target audience?
