NWO and Henry Kissinger

I've seen the following quote in a couple email forwards and several NWO paranoia sites. I did some searching, but I couldn't find it in its original context or from its original source. Anyone have any information on this?

"Today Americans would be outraged if U.N. troops entered Los Angeles to restore order. Tomorrow they will be grateful! This is especially true if they were told there was an outside threat from beyond, whether real or promulgated, that threatened our very existence. It is then that all the peoples of the world will plead with world leaders to deliver them from this evil. The one thing that every man fears is the unknown. When presented with this scenario, individual rights will be willingly relinquished for the guarantee of their well being granted to them by their world government." Henry Kissinger, in an address to the Bilderbergers group, May 21, 1992- Evian, France.
 
I may disagree with Henry Kissinger on a lot of things, but I've never thought of him as stupid. If he made the above quote, then he has a poorer understanding of the UN than a novice IR student would. It just doesn't sound like Kissinger, but maybe I'm wrong.

That's what I thought. Or maybe he was couching it as part of some kind of warning? It's impossible to parse without a full context.
 
There won't be any source of this. Bilderberg meetings are famously off the record. Some members of the press are allowed, but they're not really allowed to comment on it.

It's one of the few places where people of power can actually safely speak off the record.
