Anyone who could put this into a proper contex for me?

http://www.ntsb.gov/ntsb/brief.asp?ev_id=20020123X00105&key=1

Why didn't the NTSB perform investigations, and what is the mandate of NTSB?

From their homepage:

[SIZE=-1]The recommended procedures are not intended to become obligations of the NTSB or to create any rights in any of the parties to an NTSB investigation or any other persons.
Does this mean that NTSB only perform investigation they deem interesting (eg where they can learn something to increase flight safety)?

firecoins is right.

I believe they said this in a release. Because the causes of the crashes were based on intentional acts of the terrorists, it was treated as a crime, and hence the investigation turned over to the FBI.

NTSB (National Transportation Safety Board) Investigates the Cause of Accidents and incidents involving public transportation (including highway accidents--because highways are public).
In the cases of 9/11/2001, there was nothing to investigate. These were no accident-The situations were the result of deliberate criminal acts. The cause was fully known.
Those, my friend, are the baliwick of the police and FBI.

I would imagine some of their findings would be found in the Moussaoui Trial evidence. If there are other things, perhaps they are still under open investigation, and hence not yet available to the public.

Not sure.

If you're interested in something specific, you can always file an FOIA request...

Nah, this thread has shown the context (is that word correct? I might be translating to direct) I pretty much expected. And Im not sure foreigners can file FOIA's.

Sure they can. Mike W from 911Myths is from the UK and he's had a few requests fulfilled.

What you'll find is a lot of twoofers won't accept this explanation, as they insist NTSB is required to be in charge of such investigations. I don't have the link handy, but in a previous thread, we linked to the enabling legislation that establishes their authority, and it clearly shows that the NTSB has complete discretion as to how, and if, they investigate such events, and also, who is involved in investigations.

So it was completely within their authority to cede control to the FBI, and only provide the services the FBI requested.

The FBI has jurisdiction over all acts of terrorsim. The NTSB and FAA are regulatory agencies. Investigations done by the the 2 latter agencies are to come up with regulations and enforce them. On 9/11 all regulations had been followed. There was no need to investigate. Since the FBI was in charge, the NTSB and FAA could rely on the FBI investigation to fill in any holes.

The FAA has the additional job of promoting aviation which turned out to be a major conflict of interest. Many security holes wer known but taken care of as they would upset the airlines who were already in trouble financially.

I believe the NTSB still paritcipated in the investigation in a technical manner though, they just did not lead the investigation, nor did they issue a report. They at least participated in the examination of the black boxes, which coincidently was done at the Honeywell office just across the street from my house.

I have considered walking over there and seeing if I can get any info, but I doubt they would be able to say anything.

Found this from last summer.

Tnx for the input people, now I've gone from truther saying "No NTSB investigation exists" to "Its obvious fake since experienced pilots on the internet say so".

Pointless really, but at least I learned a few things for myself.
