Clueless forum ate also dissecting it with their usual insight - the lack of branding on the lorry is deeply suspicious, as is the low quality footage. Apparently all public events need a permanent HD live feed.

For my part I spent the morning trying to find out if friends in Nice were OK. Thankfully they are.

As appears from a French newspapers some "enquiring minds" noticed the the bullet impact on the windscreen of the lorry are mainly found on the passenger side.
