New Opera Window - Not Maximized

How do I changed this?

BTW, this only happens with pages meant to be opened in separate windows, not ones opened that way manually.

I have Opera 7.

File->Preferences...->Windows->New Pages is a popup menu.

I have mine set to "always maximize." Although, I'm doing tabbed browsing, it might behave differently if you're bringing up new windows.
