I just struck me that I've heard no mention in the news about who becomes Lt. Governor if Davis gets the boot and Bustamante wins the vote for Governor.

I don't know, but I assume that probably the legislature would make the selection.

If this is the case, couldn't they appoint Davis as Lt. Governor?

Bustamante then delegates as much authority to Davis as possible.

Boy! Wouldn't that fry the behinds of the petition people.

Anybody know if it's possible?
 
Even if possible it's very unlikely. Bustamante and Davis aren't exactly friends and he would get killed in the next democratic primary if he were to make Davis the defacto governor. It would also be the political death of anyone who voted to put Davis as the Lt. Gov. due to the abysimal approval rating of Davis. If they were to follow your plan, none of them would survive the next in party challenge let alone an election.

Whenever there is a vacancy in the office of the Lieutenant Governor, the Governor shall nominate a person to fill the vacancy who shall take office upon confirmation by a majority of the Senate and a majority of the Assembly and who shall hold office for the balance of the unexpired term. (Cal. Constitution, Art.5, Sec.5)

If the nominee is neither confirmed nor refused confirmation within 90 days of being nominated, the nominee shall take office as if he or she had been confirmed. However, if the 90-day period ends during a recess of the Legislature, the period shall be extended until the sixth day following the day on which the Legislature reconvenes. (Cal. Constitution, Art.5, Sec.5)
