Netscape, MS Explorer and the Government

I use Netscape Navigator as a browser. My wife was attempting to apply for a job with the government the other day on USAJobs.gov. The home page comes up just fine, but when she tries to go to the page where she can write and save a resume, she gets an error message to the effect that Netscape and USAJobs have different encryption.

Luckily, I never deleted MS Explorer from my system, 'cause she can go right in and do what she wants without any problems.

It looks like I finally found a use for Explorer, but does anyone know what's happening here?

But tell me how you would delete Internet Explorer from your system.
 
The problem is that there is a lot of stuff you can do if you assume an IE only envirioment. This stuff can be handy but non IE browsers tend not to be able to render it properly. There is also the Issue that netscape sucks.
 
Neither browser has ever exactly impressed me, frankly.

Neither has the gov't, for that matter. :)
