I will detect a person able to win the JREF challenge if the person passes prelims and you present him to me I will validate whether or not he is genuine and this will mean I get the 1$ million not the other guy if the other guy actually succeeds
 
No. If the other guy passes the preliminary test you can't beat him to the prize. It has to be played in order and you'd have to wait for your turn. So if he succeded you'd get exactly no dollars. :D
 
Oh nooo my wonderful beautiful scheme to make a measly 1 million dollars at the expense of someone else more deserving has failed... why god why? Oh wait im an atheist, and a monk, ?I don't care about wealth or material possessions and anything associated with magic is evil!
 
You'll still be a recognized winner even if you don't get any money.
