In speakiing about Sarah Palin's qulifications to be POTUS, Joe said:

Let me make this unequivocal," Miller said, after jousting with the Fox host for several rounds. "She's done phenomenal things for this country, there's no question about that. She's elevated the debate, critical to our race, and let me tell you also, we know what qualified means, don't we? We know that we have a constitutional requirement for somebody that's gonna run for President. Of course she's qualified.

yes, Joe, what aspect of "race" and presidential qualifications are you talking about?

I'd give him the benefit of the doubt on race meaning the Republicans race to be president. The qualifications comment though is pretty clear what is meant.

On first reading, I read "race" as "contest" as well.

That he calls Ms Moosemeat "qualified" and mentions the Constitution in the same breath kind of puts the seal to that.
