German parliament approves compulsory measles vaccinations - Bundestag backs law that will fine parents up to €2,500 if children are not inoculated (Guardian, Nov. 14, 2019)

Germany's parliament has voted to make measles vaccinations compulsory for children, with parents who fail to immunize their children facing fines of €2,500 ($2,750).
The Measles Protection Act, which the Bundestag approved on Thursday, requires all parents to provide evidence that their child has received two measles vaccinations before they are enrolled in school or kindergarten.
Medical staff, daycare workers, teachers and workers at community facilities must also be vaccinated under the act, which is due to come into effect in March 2020, a spokesman for the Ministry of Health told CNN.

Whilst I agree that it should be compulsary and admitting I haven't bothered reading the whole article, I hope there is an out for kids who can't be due to certain rare medical conditions.

Guessing yes and the headline is a bit hyperbole
 
We need fines like that in Australia. While compulsory, penalties are withdrawal of government childcare benefits and no access to childcare centres. There are exemptions for “religious reasons”. There are problems in hippie enclaves and richer suburbs. Stiff fines would certainly work in the former and probably also the latter, as the rich often detest giving anything to government.

Problem is most of the anti-vaxxers are the fairly well off, one partner full time at home parents with to much time to spend reading CT anti-vax sites, who a fine wouldn't really change their minds, or the crap poor parents who just can't be arsed, who wouldn't afford to pay it, or would pay it and the kid misses out on dinner or other necessities.

Personally would go carrot rather than stick and pay something for people that do it till it becomes a full societal habit

Exemptions apply to people born before 1970, those who cannot tolerate the vaccination on medical grounds, as well as those who can prove they have already had the disease.

It's not at all a good idea to make it appear as if having your kids go unvaccinated is a luxury that only the rich can afford.
And then also have poor people stop having their kids vaccinated when they no longer get paid ...

At the end of the day if you disregard the load of idiot middle class Cter's you are left with the poorer people and the only ones who will end up hurt by punishing them is the kids.
