It's global warming. Permafrost is melting and structures that were built on it are falling apart.

Regulations ought to enforce that any tanks storing hazardous materials must have a second line of defence - bunding or similar.

Looking at satellite mode in Google maps, there does appear to be binding around each of these tanks.
As timhau has noted, maintenance of them or even checking they were adequate in the first place is definitely an issue.

If they were part of the concrete platform that failed under the tank, and they do appear to be a single construct, then the original design was also flawed.
