It's theorized that some dinosaurs survived the extinction and evolved into a humanoid form (like the one above)...
I don't think that's quite right. I've seen this picture before, and as I recall it's an artistic representation of a humanoid reptile that "would" have been around today if the dinosaurs hadn't become extinct. Not that there is any reason for there to be an intelligent saurian at all, let alone one that looks suspiciously like us. I think it was just an amusing "what if".
..., and they now manipulate people.....I think?
Do real, sane people actually believe this ****?

No.
How does this link to 9/11 or Bush?
In 1991, David Icke, "...began to dress only in turquoise and maintained that the world was ruled by a secret group called the 'Global Elite', or 'Illuminati', which he linked to
The Protocols of the Elders of Zion, an anti-Semitic hoax. [4] [5] In 1999, he published
The Biggest Secret, in which he wrote that the secret world government consists of a race of reptilian humanoids known as the Babylonian Brotherhood, and that many prominent figures are, in fact, reptilian, including
George W. Bush, Queen Elizabeth II, Kris Kristofferson, and Boxcar Willie. [4][6]"
(Emphasis added.) That should answer your question.
