A friend sent me some information on this. I'm still trying to track this down, but this is what I have so far. You can read it here, but so far, this is one of the few places I'm finding it.

IF it's true, there's no way I can back this man.

So I have come to the Council on Foreign Relations today to discuss what I would do as President...

As President, I will not cede our security to any nation or institution – and adversaries will have no doubt of my resolve to use force if necessary – but I will always understand that even the only superpower on earth cannot succeed without co-operation and compromise with our friends and allies.

The only thing I can find is this:

As President, I will engage Iran and renew bilateral negotiations with North Korea on the nuclear issue – and I will seek a new international protocol to track and account for existing nuclear weapons and to deter the development of chemical and biological arsenals.

But you really have to read that paragraph cross-eyed to get "[Kerry will] begin a dialogue with terrorist regimes" out of it.
 
I just had a good look at that site. What a joke. A look at their poll archive says a lot about their agenda:

I agree with you, and I'm a Bush suporter at least as far as the war on terror goes, but the article has the feel of propoganda. Attrayant's quote seems to dispel the notion. Let's see what others have to say.

I thought so. In reading the whole of the speech, it sounds like Kerry's going more for Bush 41's "New World Order." That isn't entirely bad, as I think civilized nations have an obligation to unite and stand against barbarism.

My problem is that we've got troops sprawled across the planet, and we've nothing resembling an exit strategy for any of it. I've yet to figure out from what I've read about Kerry if he has any better plan than Bush does.

Truth to tell, I got the sense that it was propaganda. So far, the responses bear that out pretty well. I hate the Liberal News Media. I hate the Conservative News Media. Frankly, it's tough to find one source where anyone is actually working towards a balanced view.
