Had I not seen this on our beaches a time or two I would be just as mystified but it does occur naturally. My thoughts are that underground water was sloshed around with just the right mix of naturally occurring organic compounds and seeped upwards through the earth. Truly a fluke of nature but not impossible.

It's blown up in the international press, but I'm not finding anything locally about it. I finally got hold of a friend who live in Fukuoka: "What foam?"
It's a non-event except on the street the stuff appeared on.

As for a city the size of Seattle "blanketed" in four feet of the stuff, nope.

It was most likely fire retardant foam, but there has been no official word from Fukuoka City Hall, because it wasn't newsworthy in Fukuoka.
