Japan considers moving Capital?

Um, look at the other two sites they mention moving it to, not a chance in the world they would move it to either of those.

Also, the Japanese are very into consistency, planning and tradition. I can barely see them moving the capital again at all and if they did so I could only see them moving it back to Kyoto (which would be an isolationist move rather than one based in earthquake fears).

It would make some sense to disperse critical government functions and I'm sure some writer trying for a splash cranked that up to moving the capital....:garfield:

Moving the capital of Japan from Tokyo to some safer place has been discussed since September 1st, 1923.

I've heard or read plans about moving it back to Kyoto (one of the less sismic place in the country) or in the Tohoku region (a bad idea in light of the latest events) or about dispersing various government functions, since my first trip there in the early '80.

To the Japanese bureaucrats, the mere idea is almost as popular as being moved to a department in Walthamstow or sent on gardening leave would be for Sir Humphrey ...
