The UN oil for food scandal has been much in the news recently -- and rightly so. Here's a story about financial shenanigans under the Coalition Provisional Authority:

(I like this Pythonesque line: "On one occasion, $1.4bn had to be transported to a bank in three helicopters, as it weighed 14 tons, but no deposit slip was obtained when it was paid in.")
The File on 4 programme gave extensive details of lax financial controls, and inaction by the Coalition Provisional Authority when potential fraud came to light. Some of this can be excused by the fact that Iraq is a war zone, but not all of it, I don't think.
