Technical difficulties aside, if an incubator was available that was a not quite ideal substitute for the original human female host, but certainly better than nothing, what do you think would happen to the embryos without a willing host (e.g. therapeutic abortions, stored sperm/eggs/embryos)? Would there be a sociopolitical movement to ensure all embryos were incubated? What would happen to the resulting babies?

They would go to war. Any group that did not adopt such a stratergy would face a very considerable risk of being replaced by one that did.

It would depend on how risky it was. If it was reasonably risky, well adopting out babies is easy. It might make it very easy to adopt a baby and thus make adopting kids who are no longer babies much harder.

If there were enough disabilaties associated with it, the dynamics could well change.
 
There's still the issue of controlling your own reproduction, which has hidden in the shadows as a minor player in the abortion wars for a long time.
