Having a legend about the lord of the dead isn’t going to motivate entire cultures to practice weird rituals; at least not without a good reason.

What reason would the Celts have for developing what we know as Halloween?

Simple, survival, on Oct 31 1500BC, if you gathered all the people in your little village together, by the next spring, a third or more will be dead, mostly the children.

Getting the neighbors to share the “calories” that they have been hoarding away might give the kids a jump start on living through the winter.
