Joh Hagelin, who vied for the reform party candidacy last election cycle, wants a new government, a "peace government".
One thing I appreciate is that the article rather prominently mentions Hagelin's ties to the Maharishi Mahesh Yogi. During the election campaign, no one wanted to mention his affiliation with Maharishi University or his woowoo believes in Transcendental Meditation. I don't know why.

Hagelin aide Julia Busch said the proposed U.S. Peace Government would function solely in an advisory capacity and wouldn't usurp the responsibilities of the federal government.
Mr. Hagelin said it would concentrate on issues such as violence, international conflicts, drug abuse, education, health care and food safety.
