Seems the insurgents have been busy. About two attacks a week on average on oil pipelines and production facilities.

It seems that it'll stay expensive to collect petroleum. The terrorists have finally - FINALLY worked out what hits home: Petroleum. Or to be more precise, the hundreds of miles of exposed pipeline required to move it around efficiently. Every time the system's fixed, they simply go and break it again.

This means that about 100% of the expense of 'Rebuilding Iraq' is going to be paid by U.S. taxpayers, instead of the petroleum exports the U.S. government told us would be paying for it. Big Surprise. Actually, more than 100%, after all, rebuilding and re-rebuilding and re-re-rebuilding costs a little extra, as do all the guards and such.
