This claim was received during the final week of August, 2005.

My claim would be to affect what the patient feels relevant to pain, with little to no direct contact (hand to body).

The demonstration would include myself behind a subject who has severe pain at the back by osteoarthritis of the spine, herniated disc(s) or fibromyalgia. I would ask questions of the subject, such as "Has the pain moved""Is the pain worse."

Failure is the subject claiming verbally, no difference. Success is some verbal indication of a difference of pain intensity (more pain or less pain) or greater mobility after or during the half hour demonstration.

Dear Mr. Moore,

Thank you for submitting a JREF Paranormal Challenge application.

Before it can be accepted, however, we must have 3 notarized affidavits from 3 separate persons who have experienced this phenomenon and can offer no rational explanation for it. These persons must be 'professionals', such as doctors, lawyers, teachers, police department workers, postal workers, etc.

Once we have those affidavits, we can proceed with the protocol negotiations.

I must advise you, however, that we would only accept a demonstration that adheres to strict Double-Blind techniques in which you are wholly isolated from the subjects.

For example, an acceptable test would be one in which several subjects with clinically diagnosed and documented pain are seated in chairs and blindfolded with their backs toward you.

Then, an observer would chose by random means (such as the flip of a coin) whether...

A- You yourself stand behind the subject and demonstrate your claim, or -

B- Another individual stands behind the subject and does nothing.

The test would be repeated several times, during which the subjects would be asked by the investigators if they feel any reduction or movement in their pain. You would not be allowed to speak to the subjects during the test, or give any other form of indication as to who is behind them.

In other words, the subject would know that someone was standing behind them, but they would NOT know if it was you attempting to reduce their pain, or someone else who is doing absolutely nothing.

Having received no response to two letters sent to this applicant (and having the 2nd letter returned to us with a "No Such Address" stamp upon it), we now close this file.

Nine weeks following my last communication with this applicant, I received a reply.

After submitting a notarized Challenge application, I was not yet accepted and asked to provide 3 affidavits relevant to witnessing my claim. Not all are asked for affidavits. It seemed that those asked for affidavits were considered unhealthily mentally-ill or the claims too silly. I was asked for affidavits. In what ways do you see my claim as silly? Please state the ways you find me to seem to be unhealthily mentally-ill

You accepted Bich Ba Do whose claim was After my claim. We had similar claims-pain reduction without touching. Why was Bich Ba Do's accepted and mine not? Why was mine not accepted and Bich Ba Do's was?

I am still working on the affidavits.

I regret that our decision seems unfair to you, but the JREF maintains our request for the aforementioned affidavits.

We also feel that entering into a debate with you on the nature of our reasoning (and our commitment to this request for affidavits) would be counter-productive to the application process. Please do not compare yourself, or your claim, to other applicants and their claims. It will only serve to further delay that which both you yourself and the JREF hold as a mutual goal; the testing of your claim at the earliest possible convenience.

We respectfully suggest that you focus on gathering the required affidavits, and not on the decision-making process employed here at the JREF.

I look forward to receiving the requested materials. Also, if you have an email address, that would certainly expedite matters.
 
Dear Mr. Moore,

It has been 8 weeks since we last heard from you regarding your Paranormal Challenge application. Are you still working towward gathering the 3 affidavits we require in order to proceed with the application process, or have you abandoned your interest in this matter.

Please let me know what your intentions are. If we do not hear back from within 4 weeks, we will assume that you have no further interest in the JREF Challenge, and we will close your file accordingly. If however you do chose to proceed, please be advised that your file will be closed on August 19, 2006 if we have not received the requested materials by that date.

Received this mail from Ernie Moore Jr. in February:

Kramer,

I am interested to continue. I am still working on getting the affidavits. Post one, three and four were received by me by mail. My address and E-mail address are in the upper right-hand corner of this letter.

Thank you for the mention of the nineteenth of August 2006 being the cut-off date for getting to you three acceptable affidavits relevant to my appliation claim.
