Now lets see if anyone actually pays for those atrocities.
 
I have mixed feelings about this. Clearly the perpetrators were horrible people who should have faced justice.

However, in a successful effort to end the violence, they were granted amnesty. Whether this amnesty was correct or not is beside the point. They were legally granted amnesty and they should have amnesty. It is far from a good solution but it is the least bad solution available.

I do not like granting political murderers amnesty but sometimes it is the only way to prevent further bloodshed. Once it is granted, it should be honored.

It is like ending a war. Sometime you demand unconditional surrender but other times you accept a conditional surrender in order to prevent bloodshed. You have to honor your commitments once they are made.
