Did John O'Neill see the Phoenix Memo?

I did a search but found nothing so my apologies if this has already been discussed. The infamous Phoenix Memo was sent July 10, 2001 to FBI HQ and the Anti-Terrorism unit in NYC then headed by John O'Neill. A few articles indicated that

"In New York, where there is an FBI international terrorism squad, three agents saw the Phoenix memo, but told the inquiry that Middle Eastern men frequently took U.S. flight training because it was considered best for quality and price"

Thus possibly more agents in NYC saw it but not all were called to testify before the Joint Congressional Inquiry and obviously their then boss was unavailable but presumably had seen it as well.
 
Just answered my own question:

"The memorandum was sent to counterterrorism offices in two cities -- one copy went to John O'Neill, then the top counterterrorism agent in the F.B.I.'s New York office. Mr. O'Neill retired from the F.B.I. in late August. He had just begun a job as the security chief of the World Trade Center when he was killed in the attacks."

Most truthers think O'Niell was set-up, if not to die in the collapse of the WTC, at least over the missing brief case, so if the senior agent most preoccupied with AQ was not spurred to action by the memo how can other bureau officials be considered so negligent that their failures to act is considered evidence of an "inside job"
