Speaking as a government employee who frequently has too much time on his hands, this is a story about a government employee who has way too much time on his hands. Bear in mind that part of the ambiance of Key West has to do with the hundreds of cats and chickens that roam the streets of Old Town; the cats in question, however, never voluntarily leave the premises.
