"In effect this is pulling back (on) some of the democratic reforms, as seen by the international community, that have occurred in the past," Powell told Reuters in an interview.

Putin ordered sweeping changes to Russia's political system on Monday to help combat terrorism but drew quick accusations of exploiting this month's bloody school siege in Beslan to increase his power.
From the Yahoo gateway or title page or home page or whatever.

If you change the name of the event and the name of the leader, Powell might be talking about someone else......

Well initial reports from Beslan quoted witnesses saying that a number of the terrorists were arabs. http://www.freerepublic.com/focus/f-news/1206823/posts

This has since been thrown into doubt http://news.bbc.co.uk/1/hi/world/europe/3659936.stm

I think that Putin would like Al-Queda involved so that whatever actions he takes can be validated

I don't know. I am divided on the issue. I don't think Putin needs any justification to squash the terrorist. One has to ask is this something Russia has brought on itself.

I am not really familar with the Russian problem but it does seem like a civil war.
