Reynolds was among more than 7,000 Virginians involuntarily sterilized between 1924 and 1979 under the Virginia Eugenical Sterilization Act.

Reynolds was presumed to have epilepsy. As it turned out, he was exhibiting temporary symptoms from having been hit in the head with a rock.

The more I read and hear about the various eugenics programs in the USA the more it seems to have been a way for bigots to attack people they hated instead of improving the health of the population.

Yes. Most, if not all, eugenics programs and movements that had state support were based on unsound notions, overly simplistic views of hereditary biology and pure bigotry.
