Casino Won't Get Money Back

In a thread earlier this month, there was discussion about Caesar's Casino in Elizabeth, Indiana. A slot machine credited gamblers for 20 times their deposited amount due to a programming error.

The casino said it woud pursue those who profited.

Now there is this article saying that the people won't face criminal charges and Caesar's won't pursue them after all. In addition, Caesar's had to pay a fine to the Gaming Commission for not properly checking its slot machines.

Think those people who paid their money back voluntarily feel a mite sheepish? (Actually, I imagine most don't).
