Bush-administration officials privately threatened organizers of the U.N. Climate Change Conference, telling them that any chance there might’ve been for the United States to sign on to the Kyoto global-warming protocol would be scuttled if they allowed Bill Clinton to speak at the gathering today in Montreal, according to a source involved with the negotiations who spoke to New York Magazine on condition of anonymity.

You mean Bush was actually going to sign the treaty? :p

And he's not going to sign what almost certainly wouldn't be ratified. Bush Minor's numbers are rising, not because of him doing anything, but for the opposite reason. Signing would piss off a whole bunch of voters, while not winning any because "he knew it wouldn't be ratified". It surely weren't never going to happen.

Bush Minor must cling tight to the principle of non-controversy for another six months at least if he - and his handlers - aren't to see the Republican Party at large spiralling away from him before the mid-terms. IMO.
