Sounds like this would work the same way the neutrino generator at KEK does, by generating muons and then letting the muons decay (to an electron/positron, a mu neutrino/antineutrino, and an electron antineutrino/neutrino, respectively). Except you'd have to save up a whole bunch of muons before you let fly...

A 1,000 meter wide thing would be big. this thing would be 1,000km wide.

I learned something new today. I thought neutrinos were harmless. Trillions are flying right through you and every thing around you as you read this. Coming from the nuclear reaction in the sun.
