Why can they only be tested at the preliminary test?
Your previous e-mail, dated February 10, 2005, states, "You have not answered my questions. Please read the Challenge rules once again if you do not understand what is required order." If you review the Challenge application, perhaps you can tell me where I have breached the agreement. Personaly I believe that to be impossible.
The quote he makes of KRAMER makes no reference to a breach in protocol. He seems to not realize that the procedure itself is part of the argreement, meaning (because theres no protocol) that there is no argreement yet, if I'm not mistaken
If the questions that I have not answered were "A- What Date?, What news station, what time will it air live?, and the daily lotto numbers." then it is entirely apparent that it was not myself that breached the agreement.

Nowhere in the application does it state that such a request would be made before the preliminary test as you have requested.
Oh! I get the above statment now! He says KRAMER broke the "agreement" by asking when a predicted event will occur!
I am under the assumption that James Randi is aware that in paranormal and Psycic abilities there is what is called in Calculus a nonremovable limit on the chart of the equation at the point of conformation.

This is also demonstrated in Physics in the double slit experiment where a light wave constantly travels through both slits symotaneously until sensors are placed to determine which slit the photon passed through, then the photon is forced to penetrate eather one hole or the other and strikes the film this time not as a wave but as a dot on one side or the other due to the change in conformation proceedures and awareness of the scientist.
....as a dot? And I've never heard of the "Awarness of the scientist" coming into play in the double slit test.

So, in conclusion, Calculus, wave particle duality, and a half dead cat are the reasons he can't say when it's going to happen (through a computer keyboard?)
