A New Anti-Hate Law I've Heard Mentioned

I'm not sure if this was posted here awhile back or not... but

There was or is an Anti-Hate Bill being planned which among other things, would make criticizing Israel a crime.

Oh, it would make criticizing certain ethnicity groups a crime too, but why would I do that?

But denying a person the right to criticize a nation, or it's record is going up against the first-Amendment's right to freedom of speach.

There is an anti-hate bill--it does not mention Israel (except a Mr. Israel, who appears to be in the HoR).
