I have seen evidence that convinces me that chimps and gorillas can communicate with signs that approximate American Sign Language better than I can, and probably most of you.

This is certainly news to me. Anyone ever hear about "signing statements" before? What are their limits? How did they come about? Seems like a weird way of "amending" a bill passed by Congress. No wonder Bush doesn't use his veto power...
