epidemiology

As reported a fund to care for survivors of 9/11 will now cover a range of cancers because of 1,000 cancer deaths. 1,000 cancer deaths in 70,000 people (presumably almost all adults) over 11 years. Is that really excess odds or is this political expediency?

Aside from the question of whether the apostrophe in 'flu (and the one at the end has died already) can survive this epidemic, has anyone here looked into the epidemiology properly yet? I'm a vet and I should know, but I don't and I was wondering if anyone has any quick answers. I am confused...
