In many of the other E.C. threads, I see the claim that the E.C. prevents larger states from bullying smaller states. Would someone give an example of a 21st century issue that might be part of a presidential campaign platform that would result in larger states bullying smaller states?

Does the electoral college decide not to vote in the winning prez's running mate. COuld they say vote in Bush, but then choose Edwards for VP?
