When Free Speech Collides With Property Values

Link with photo of the billboard. "PWC" = Prince William County, which over the last year has enacted some tough ordinances aimed at illegals. It appears there's no law in Manassas, Virginia, that prohibits putting up a billboard on your private property. I guess you could say that the answer...
