Russian Hairball Mini Creature Hoax

Here's a fun YouTube video showing some sort of animal in a Russian home. It seems to be dressed up in a long hair wig and walks around bipedally while on a string leash. It's likely to be a monkey in costume. The hand is shown in close-up and the nails are typical for monkeys, but seems abnormally hairless as if the hoaxer used hair removal lotion. Same for the face which is monkeyish but hairless.

I'd guess that their goal is to seem as if they'd found some weird new species of small bipedal primate or hominoid. It's better than the boring Bigfoot hoaxes from America.

I honestly can't say which monkey that is. A macaque of some extraction makes the most sense and is the best match for what looks to be its gross morphology, but the nostril shape looks very much New World rather than Old World. Also, the wide-set and very dark eyes on a pale face suggest capuchin to me. It's funny looking for sure, and likely not being kept under such great conditions, poor thing.

It can't be a monkey because monkeys don't wear wigs. That makes it what I will call a littlefoot, possibly of other-worldly origins. The only way to know for sure is spurious witness testimony and even worse footage.
