Is there any way this could possibly work? Obviously, if the idea is to get hydrogen from the water then this isn't a generator per se, and the urea content is just a way to reduce the energy required to perform electrolysis on the water.
Could you knock hydrogen off urea, burn the hydrogen and have surplus energy once you were done?
Times like this I wish I were better at chemistry.
