Usually the initial surgery done on skin tumors in humans is a biopsy and they may attempt a removal at the same time. Frequently this may not result in removal and require further treatment as in your case and in my case and in my wifes case. My wife and I both followed up with liquid nitrogen treatments. In my case it was a cure and in my wife she needed several treatments and then another surgery to finally remove it. In the scalp it should be relatively easy to treat. I hope it all goes well for you and you can get it all resolved with just liquid nitrogen.
