Off the record: I was told that in late 2000, early 2001 the CIA actually war-gamed the scenario where commercial jets were hijacked and flown into buildings. I've never seen this confirmed in open materials, but there are a few shoes left to drop on the 911 story down the road. Not that it changes anything about the bottom line of Al Qaeda pulling it off un-aided.
