So if light moves the same speed, in all reference frames then...
In a reference frame where time speeds up, light must move faster to keep this true.
Can't start at home, gravity needs to be low in the range of 6.67E-11m/s^2. I don't know if anything can be observed locally
That you have an acceleration that has a numerical value in SI units that is the same as big G in SI units sets off alarm bells. Can't start at home, gravity needs to be low in the range of 6.67E-11m/s^2.

Gravity affects light, time does not.
Time exists for matter and gravity.
Light has the special quality that it is outside of time. The speed of light is the same in all frames.
Gravity slows time for matter.
This is an incomplete answer (DUh) since I haven't considered all the implications.

This shows the dark matter equation the mass just keeps on increasing.
My velocities are too high and M33 mass looks low

From the tone here, you'd think he was claiming bigfoot.

Feel like a rat in a terriers mouth.
Getting the math in line.
The math isn't pretty, but I think the theory might explain what is happening.

Here's an implication: Gravity is affected by time. Light is affected by gravity. Time indirectly affects light by affecting gravity. But then we have, "light has the special quality that is outside of time" which seems to contradict the picture.
Bigfoot doesn't violate the laws of physics, as does this:
Actually, the missing chapter of relativity contained Einstein's proof that human stupidity was infinite. He even claimed this was more conclusive than the idea of the Universe being infinite. But, for various reasons, it went largely unpublished. Though, it is summarized in an often quoted quip.
