This is highly doubtful. According to Mr. Jennings, he first received a call some time after the first plane struck at 8:46 (he doesn't indicate how long after the fact, but there is no reason to think that he would be among the very first people called to the scene, so I think it's safe to say that it took a while before he was notified), and then he had to make arrangements to meet Mr. Hess, and then he had to meet with Mr. Hess, and then he had to travel to 7WTC, and then the two of them went up to the 23rd floor but couldn't get in, and then they had to go back down to the lobby, and then they had to find someone to escort them back up to the 23rd floor which was, by that time empty, etc.
Sorry, but the timeline just doesn't fit the known facts or the accounts of anyone else who was on the scene that day.
It doesn't matter if you think its unlikely. The fact is, Jennings was near WTC 7 when the first plane hit. Like a good emergency worker, he went right to the 23rd floor as soon as he could. That doesn't take very long. He said he was there by 9:03 when the second plane hit. It also matches what he said later, as that gave him 56 minutes to go down to the 6th floor and then back up to the 8th floor, break out a window, and flag down a fireman.
