These two sentences seem to contradict. He was called a fascist during his first administration because the writing was on the wall...every wall...in every building. He flipped every red flag during his first administration and straight up worshipped other dictators. Look at the way he starry-eyed stared at Putin during his whole first administration, and now.
The reason it has had no useful impact is due to the people that vote for him. That's what they wanted. They wanted their man in office forever, and they wanted him to punish those that they see as enemies.

They are not at odds and the writing was no more on the wall than it was for Reagan or Bush or Clinton, or anyone else. The writing on the wall was that he was a narcistic demagogue not much different form Hugo Chavez.
The reason it had no useful impact is that it is a useless term, especially coming from the left, members of whom have described everyone remotely on the right a fascist since the end of WWII.
Stalin, Mao, and Xi would also kill anyone that stands in their way to power, does that make them fascists? Would calling them fascist have helped?
I still say he is not a fascist. He is an authoritarian sure, his administration is fascisty because he can only get fascists to work for him. If he could get Marxists to work for him, his administration would be a Marxist authoritarian government, so long as they kissed his ass. He does not have an ideology other than self-aggrandizement and self-enrichment and people should do what he says.
ETA: Even though I am absolutely right about all of this, I'm just banging my head against a wall. Like I said, I can't get the right to stop calling folks commies either.
And it doesn't matter if he is a fascist or a Marxist authoritarian (IMHO, is all Marxists but I'll let you "non-authoritarian" Marxist have that in this discussion). Calling him a fascists has had all the impact of the left calling every republican presidential nominee in my lifetime a fascist. Same impact the right calling all the Democrats a commie/socialist has had. Just as folks that don't already agree rolling their eyes.
So my argument is still.
A. He wasn't a fascist, he isn't a fascist, his first administration wasn't fascist.
B. Calling him a fascist them was
wrong incorrect which is a big part why continuing to call him a fascist is useless.
C. The last 12 years of calling him a fascist didn't change anything, may have helped get him elected actually.
D. It doesn't actually matter what kind of authoritarian he is.
If a fascist gets put in charge, I might be put in a camp, probably even. If a Marxist gets put in charge I will definitely be put in a camp.
ETA: Its as though nobody has ever heard about the boy who cried wolf. If you have, you'll know that the sheep were all eaten by wolves in the end, not because they weren't wolves though.
